This House believes that giving money to political parties is a fundamental form of free speech.
Money and politics have never sat easily together. Supporters of the motion argue that giving to a party is a democratic act, an extension of the freedom to speak, campaign and associate. Opponents reply that when the wealthiest give without limit, they buy an access ordinary citizens never will, and democracy becomes an auction.
Four external speakers take the benches, two on each side, joined by student speakers. There will be points of information from the floor, open questions, and at the end the House divides and every member votes.
Proposition
The Lord Johnson of Lainston CBE, Conservative peer. A financier who co-founded Somerset Capital Management, and served as Minister for Business and Trade and Co-Chairman of the Conservative Party.
Paul Morgan, Communications Director. A journalist and former Director of Communications at Premiership Rugby, he advises organisations on reputation, crisis communications and media strategy.
Opposition
The Baroness Hayter of Kentish Town, Labour peer. A former Shadow Deputy Leader of the House of Lords, with a long career in consumer rights, regulation and the running of her party.
Izzie Blackburn, Transparency International UK. An advocacy officer at the anti-corruption group campaigning on political finance, and an LSE alumna who last debated here as a student.
